On behalf of our client, the Public Works Authority of the Qatar Government we are currently accepting applications for the role of Commercial Manager.
A senior commercial professional with executive budget accountability experience of managing contract and commercial governance for major construction projects. A proven track record of successful commercial management on high profile infrastructure programmes of national importance. Strong communication and collaborative skills to represent the organisation at the highest levels of Government and major supply organisations.
The Commercial Manager will be the organisations representative for ensuring that the Infrastructure Affairs Programme (IA) is delivered in accordance with commercial and financial procedures by:
Monitoring of all commercial activities with supply chain partners comprising programme management consultant, Design Consultants, Contractors and suppliers. Commercial activities to include contract and procurement administration (applications for payment, invoices, change orders, variations and claims, etc)
Work in partnership with consultants and contractors to ensure delivery of the IA programme within the authorised budgetary constraints and in accordance with financial objectives.
Responsible for application of commercial governance procedures across the IA programme to provide regular and validated reports on programme and project commercial performance
Preparation of regular cost control and forecast reports and briefing papers on the financial status of the IA programme
Management of commercial risk across the IA programme and support the programme team in preparation of management reports to propose strategies for mitigation.
Management of the commercial and financial performance of the PMC and consultants and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain
Ensure the implementation of project gateway capital approval processes in accordance with Government procedures.
Detailed Monitoring of cost reports forecasts and schedules submitted by the PMC.
Preparation of reports and briefing documents to ensure that financial and commercial performance is monitored according to Government requirements.
Management of the commercial aspects of change authorisation on all contracts within the IA programme.
Providing all necessary cooperation and support to the internal Audit function and other Government Agencies as required
